Terms of Service


  1. The ‘Customer’ who is a natural person who has the right to operate a vehicle in the EU (i.e. of age, not suspended, with a valid license), in the role of a renter, rents a car from ‘Strela 2000’ which in its role of a lessor is a legal entity ('The Company').
  2. The company has the legal obligation to provide its customer with a fully equipped and technically sound vehicle, which is fully safe to operate. All maintenance checks and servicing of the cars is the company’s responsibility.
  3. The customer assumes the role of a conscientious ‘bona fide’ owner meaning that they will take proper care of Strela’s vehicles while using them, without meaning to cause or causing any damage to the vehicle directly or indirectly.
  4. The customer is liable for his own actions in cases of incompetence or carelessness while driving. In the cases of speeding or breaking rules, they are responsible and might incur sanctions by the local authorities and will be fined accordingly.
  5. The customer is liable for any accident that he could have prevented with any action or inaction on his side.
  6. In the case of illegal parking in either a no-parking zone or disabled spot, or other, the customer will be fined 511.3 EUR/ 1000 BGN, if the vehicle is forcefully removed by the Sofia Urban Mobility services.
  7. The customer has to inform the lesser for any damages that he notices at the start of this rental period. If they fail to inform the company about damages or a need for repayment the company might assume that they are liable and fine them accordingly.
  8. Any damages done to the car by the customer will be their responsibility and will result in a fiscal penalty, which will be enforced by 'Strela 2000' depending on the amount of the damage done.
  9. The Company provides the option for additional health insurance, which it recommends to its customers. In case of an accident the regular insurance of the vehicle only covers the damages done to the vehicle.
  10. The company is not liable in the case of the death of a customer, caused by a road accident or careless driving. Operate at your own risk.
  11. The customer takes the key and returns the key of the vehicle at the designated Strela 2000 qiosk/ reception. In case the key is lost or stolen a fine of 100 EUR / 195.58BGN will be enforced on the customer. The customer shall bring the car back to the hotel they rented from and park it in the premises of the hotel.
  12. The customer chooses a rental time period beforehand, and must pay it in advance. Any time over the limit they specified will be billed additionally. The company will not offer refunds if the customer returns the car sooner than specified.
  13. If the customer cancels their trip and does not inform the Lesser about it at least 10 minutes prior to the start of their booking period, Strela 2000 will not return the funds.
  14. The lesser, Strela 2000 EOOD, retains its right to enforce its collection of fines/ payments automatically, if they are not paid within a week by the customer.
  15. Any customer who refuses to pay their obligations within a reasonable time frame will be fined and eventually taken to court, where they will be sued for reparations.
  16. Customers can only rent with a driving license, which is valid inside the EU or with an International Drivers Permit which is valid in Bulgaria. The customer shall be eligible to drive.


APPENDIX (ANNEX) A – FINE AND FEE SCHEDULE


1. Removal of a vehicle from urban mobility – 511.31 EUR / BGN 1,000.

 2. Lost key – 100 EUR / 195.58BGN.

 3. Exceeded rental period – 10 EUR / 19.56 BGN per hour

 5. Minor cosmetic damage (scratch) – from 76.70 EUR / BGN 150.

 6. Moderate damage (damaged bumper, panel) – from 255.65 EUR / BGN 500.

 7. Severe damage (impact, electrical damage, battery) – as assessed + 10%  fee.

 8. Damage caused by the customer, not covered by insurance – full reimbursement of costs.

 9. Failure to report damage – 25 EUR / BGN 100 fine.

 10. Refusal to pay the amount due – legal proceedings under the Obligations and Contracts Act.



The customer will be given these Terms and must accept the Terms of Service before being able to rent a vehicle. If they do not accept the terms, they have the right to cancel their driving session.

He must sign a declaration of conformity provided at reception before renting a vehicle, which states they are in condition to drive and takes full responsibility for their actions while driving the Strela 2000 vehicles.

We, “Strela 2000” EOOD  (“Strela 2000”, “we”), are committed to protecting the personal data of our customers and partners. This Policy explains what data we collect, why we process it, and what rights you have under Regulation (EU) 2016/679 (GDPR).


1. What personal data we collect? When using our services, we may collect the following data:

  • Identification data: name, nationality, signature;
  • Contact details: phone, email;
  • Booking and payment data: selected rental plan, rental time, payment processor information (we do not store card numbers);
  • Location data: vehicle location during use (via GPS);
  • Incident data: damages, accidents, reports from insurers or authorities.


2. Why we process personal data?

  • To provide the car rental service (GDPR Art. 6(1)(b) – performance of a contract);
  • To ensure the safety and protection of the vehicle (GDPR Art. 6(1)(f) – legitimate interest);
  • For accounting and tax purposes (GDPR Art. 6(1)(c) – legal obligation);
  • For marketing communications – only with your explicit consent.


3. Data retention periods

  • Booking and contract data: up to 5 years (accounting requirements).
  • GPS logs: up to 6 months after use.
  • Damage/incident data: until the insurance/legal process is completed.
  • Marketing data (email, phone): until consent is withdrawn (if given).


4. Who we share data with?

  • With partner hotels, only if necessary for customer identification and vehicle handover;
  • With payment processors (Visa, Mastercard, Apple Pay, Google Pay) – for processing payments;
  • With insurers, police, or public authorities only if there is a legal basis;


5. Your rights

As a data subject, you have the right to:

  • Access your personal data;
  • Request correction or deletion (“right to be forgotten”);
  • Restrict processing;
  • Object to processing (e.g., GPS tracking outside service provision);
  • Lodge a complaint with the Bulgarian Commission for Personal Data Protection (CPDP).


6. Data security

  • Data is stored on secure servers, accessible only by authorized personnel.
  • Paper records are stored in locked cabinets.
  • We use encrypted connections (HTTPS) and modern security measures.
